An Overview of Neighbourhood Planning
Neighbourhood planning, as established through national planning legislation, enables local communities to play a direct role in shaping the future of their area. It provides residents, working alongside the Parish Council and the local planning authority, with an opportunity to influence development, guide land use, and protect features of local importance. Once adopted, Neighbourhood Plan policies form part of the statutory development plan and are used in the determination of planning applications, alongside the Test Valley Local Plan and national planning policy.
Preparing Our Neighbourhood Development Plan
Preparing a Neighbourhood Development Plan comprises four key stages, as outlined in the LEAD framework, a Community Led Planning framework developed by Test Valley Borough Council (TVBC): Launch, Evidence, Agree, and Deliver. We, along with our community, have worked through these stages to produce our Neighbourhood Plan, which focuses on landscape and the environment.
Our Journey So Far
We have successfully moved from initial formation to the stages of preparation.
We are preparing a draft neighbourhood plan for community consultation under Regulation 14 (Public Consultation), ensuring it addresses all issues raised by residents. The public consultation is expected to launch in May/June 2026.
